How to Become a Licensed Mental Health Counselor (LMHC/LPC): A Step-by-Step Guide

1) What Is a Licensed Mental Health Counselor?

A Licensed Mental Health Counselor is a master’s-level mental health professional who has completed the education, clinical training, examination, and licensing requirements established by a state regulatory board.

Depending on where you live, the license may have a different name.

You might see titles such as:

LMHC, or Licensed Mental Health Counselor
LPC, or Licensed Professional Counselor
LCPC, or Licensed Clinical Professional Counselor
LPCC, or Licensed Professional Clinical Counselor
LCMHC, or Licensed Clinical Mental Health Counselor

These aren’t necessarily completely different professions. Frequently, they’re different state titles for professional counselors who have followed comparable graduate-level training and clinical licensure pathways. The exact scope of practice, supervision rules, examination requirements, and license levels are determined by individual states, which is one reason you should identify your intended state of practice early in the process. NBCC maintains a state board directory specifically because these requirements vary from jurisdiction to jurisdiction.

Licensed counselors may work in private practices, outpatient behavioral health clinics, hospitals, community mental health programs, universities, schools, residential programs, substance use treatment settings, nonprofit organizations, and many other environments.

Their clinical responsibilities can include assessment, treatment planning, individual therapy, group counseling, family work when permitted by their scope of practice, crisis intervention, psychoeducation, case coordination, and other mental health services.

LMHC vs. LPC: What’s the Difference?

One of the first questions future counselors ask is whether they should become an LMHC or an LPC.

In many cases, you don’t actually choose between them.

Your state chooses the license title.

Florida, for example, licenses professionals as Licensed Mental Health Counselors. Other states use Licensed Professional Counselor, Licensed Clinical Professional Counselor, Licensed Professional Clinical Counselor, or a similar designation.

That’s why searching for “LMHC programs” or “LPC programs” without considering your state can send you down the wrong path. The degree itself will generally be a master’s degree in counseling, clinical mental health counseling, or another board-approved counseling field. Your professional license comes later.

And here’s an important distinction: a graduate degree is not the same thing as a professional license.

Finishing your master’s degree is a major milestone, but graduation alone usually doesn’t authorize independent clinical practice. You’ll typically have additional supervised practice, examination, application, and licensing requirements to complete.

2) How to Become a Licensed Mental Health Counselor (LMHC/LPC): A Step-by-Step Guide

While every state creates its own requirements, the overall pathway can usually be broken into seven major steps.

Step 1: Research Your State’s Licensing Requirements Before Choosing a Graduate Program

Yes, we’re putting this before graduate school.

That’s intentional.

One of the most expensive mistakes an aspiring counselor can make is choosing a master’s program first and researching licensing requirements later.

Licensing boards can regulate:

Accepted graduate degrees
Required accreditation
Minimum graduate credit hours
Specific required courses
Practicum and internship hours
Postgraduate supervision
National examinations
Jurisprudence examinations
Background checks
Application procedures
Continuing education after licensure

Your graduate program needs to line up with the state where you intend to become licensed.

This is especially important if you’re attending an online program located in another state. A university might be authorized to educate students nationwide while its degree doesn’t necessarily satisfy every professional licensing requirement in every state.

CACREP requires accredited counselor education programs to provide current and prospective students with information about whether a program meets licensure or certification requirements in the student’s state of residence. Still, don’t rely exclusively on a school’s admissions page. Check the licensing board yourself.

Step 2: Earn a Bachelor’s Degree

Before entering most graduate counseling programs, you’ll need a bachelor’s degree.

Your undergraduate major doesn’t necessarily have to be counseling or psychology. Students enter counseling graduate programs from backgrounds such as psychology, sociology, Social Work, education, human services, family studies, public health, and even unrelated disciplines.

What matters most is meeting the admission requirements of your graduate program.

Depending on the university, admissions requirements may include:

A minimum undergraduate GPA
Letters of recommendation
A personal statement
Prerequisite coursework
An interview
Relevant professional or volunteer experience

If you’re still completing your bachelor’s degree, courses in developmental psychology, abnormal psychology, statistics, human behavior, diversity, research methods, and social sciences can provide a useful foundation.

But remember the bigger goal. Your bachelor’s degree gets you into graduate training. Your master’s degree is where the professional counseling pathway really begins.

Step 3: Complete a Qualifying Master’s Degree in Counseling

For most aspiring professional counselors, graduate school is the academic centerpiece of the licensing process.

You’ll generally pursue a master’s degree in clinical mental health counseling, mental health counseling, counseling, or another program accepted by your state’s licensing board.

This is where accreditation becomes especially important.

What Is CACREP Accreditation?

CACREP stands for the Council for Accreditation of Counseling and Related Educational Programs. It accredits master’s and doctoral counseling programs, and its directory can help prospective students identify programs holding CACREP accreditation.

CACREP-accredited programs follow established standards for counselor education, including supervised clinical training.

Under current CACREP professional practice standards, counseling students complete at least 100 hours of supervised practicum, including at least 40 hours of direct client service. After practicum, students complete at least 600 hours of supervised counseling internship, including at least 240 direct service hours.

Does every state require CACREP? No.

Does CACREP matter? Absolutely.

Some states explicitly incorporate CACREP accreditation into their educational requirements, while others accept additional educational pathways. Because those rules can change, prospective students should investigate both the program and the licensing board before enrolling.

What Will You Study in a Counseling Program?

Coursework varies, but students commonly study areas such as:

Counseling theories
Human growth and development
Assessment
Diagnosis and psychopathology
Group counseling
Multicultural counseling
Ethics and professional practice
Career counseling
Research and program evaluation
Substance use disorders
Trauma
Treatment planning
Clinical skills
Practicum and internship

This stage is where the profession starts feeling real.

Sitting in classrooms talking about therapeutic approaches is one thing. Sitting across from an actual client during practicum, under supervision and responsible for thoughtfully applying those skills, is something else entirely.

Step 4: Apply for Your State’s Pre-Licensed or Associate Credential

Graduate diploma in hand, the licensing process usually isn’t over.

Many states have an intermediate credential that allows graduates to practice under supervision while accumulating the experience necessary for independent licensure.

The title varies widely.

You may see terms such as:

Registered Mental Health Counselor Intern
Licensed Associate Counselor
Associate Professional Counselor
Provisionally Licensed Professional Counselor
Licensed Professional Counselor Associate
Counselor in Training

Don’t assume you’re allowed to start accumulating supervised hours immediately after graduation.

Some boards require you to submit an application, receive an associate or intern credential, and have your supervisor approved before your hours begin counting.

Florida provides a clear example. Registered Mental Health Counselor Interns must practice under a Board-approved Qualified Supervisor, and supervised experience doesn’t count until the intern registration and supervisor approval are in place.

That administrative detail can save you months of frustration.

Before beginning postgraduate clinical work, confirm:

Whether you need an associate or intern license.
Whether your supervisor must meet specific qualifications.
Whether your supervision arrangement must receive board approval.
Which activities count toward clinical hours.
How frequently supervision must occur.
What documentation you need to retain.

Keeping meticulous records now can make your eventual full licensure application dramatically easier.

Step 5: Complete Your Post-Master’s Supervised Clinical Experience

Next comes one of the longest phases of the journey: supervised postgraduate practice.

This is where counselors develop their professional identity outside the structure of graduate school.

Supervision requirements vary considerably between states. Your board may specify a minimum number of total work hours, direct client hours, supervision hours, or years of supervised practice.

The board may also determine:

Who qualifies to supervise you
Whether supervision can be virtual
How much group supervision counts
How many supervisees can participate in group supervision
Which clinical activities count
Whether supervision must occur at particular intervals

Don’t treat supervision as an administrative box to check.

Strong clinical supervision can shape how you assess risk, formulate cases, handle boundaries, manage uncertainty, choose interventions, navigate ethical situations, and develop your own therapeutic style.

Years later, many clinicians can still point to something a supervisor said that changed how they practice.

Choose carefully when you have a choice.

Keep Your Own Supervision Records

Even if your supervisor or employer tracks your hours, maintain your own records.

Document:

Dates of supervision
Individual versus group supervision
Total supervision hours
Direct client hours
Clinical work hours
Supervisor name and license number
Employer information
Changes in supervision
Board approvals
Copies of verification forms

Employers close. Supervisors move. Electronic systems change.

You don’t want to reconstruct two years of clinical experience from memory when it’s finally time to apply.

Step 6: Pass the Required Counseling Examination

Most counselor licensing pathways include a national examination.

Two names come up frequently:

National Counselor Examination, or NCE

The National Counselor Examination is used for professional counselor licensure in many states.

National Clinical Mental Health Counseling Examination, or NCMHCE

The National Clinical Mental Health Counseling Examination focuses on knowledge and abilities involved in clinical mental health counseling and is also required for licensure in many jurisdictions.

Which exam will you take?

Again, the answer comes back to your state.

NBCC explains that a state may require the NCE, the NCMHCE, both examinations, or provide options depending on its licensing framework.

Before registering, check:

Which exam your state accepts
When you’re eligible to sit for it
Whether board approval is required before registration
The passing standard
Registration procedures
Retake rules
Accommodation procedures
How your score gets reported to the licensing board

It can be tempting to study based on what a friend in another state did. Don’t.

Their exam pathway may be completely different from yours.

Step 7: Apply for Full Independent Licensure

You’ve finished graduate school. You’ve completed supervision. You’ve passed the exam.

Now comes the part you’ve been waiting for!

To obtain the full professional license, you’ll submit an application to your licensing board and demonstrate that you’ve satisfied all applicable requirements.

A board may request documentation such as:

Official graduate transcripts
Verification of your degree
Examination scores
Supervised experience forms
Supervisor verification
Background check or fingerprints
Professional references
Application fees
Ethics or jurisprudence examination results
Required training certificates
Verification of other professional licenses

Pay close attention to who must submit each document.

For example, a board might accept a form uploaded directly by you but require transcripts or verification from the original institution.

Before submitting your application, work through the board’s checklist one item at a time.

Small administrative errors can delay an otherwise qualified application.

And once your full license is issued? Celebrate that moment. You earned it.

Then put your renewal date on the calendar.

Because licensing doesn’t end at initial approval.

Step 8: Maintain Your License Through Continuing Education and Renewal

Becoming licensed is a milestone. Staying licensed becomes part of your professional routine.

Many licensing boards require counselors to renew periodically and complete approved continuing education. Requirements may include general clinical education along with specific topics such as ethics, cultural competence, suicide prevention, supervision, telehealth, domestic violence, or other subjects.

The number of credits, accepted providers, course formats, live-credit requirements, and renewal cycles differ by jurisdiction.

Agents of Change has a useful state-by-state guide to Counselor and MFT continuing education requirements that can help you start identifying the requirements associated with your license. You should still verify requirements with your licensing board before renewal because regulations can change.

You can also use Agents of Change’s Free CE Tracker for Social Workers, Therapists, and Counselors, which helps Mental Health Professionals organize state requirements, completed credits, specialty requirements, and renewal timelines.

Making Continuing Education More Affordable

Continuing education can get expensive surprisingly quickly, especially when clinicians purchase individual courses throughout a renewal period.

Agents of Change Continuing Education offers a different approach. For $99 per year, Mental Health Professionals receive access to a growing library of 200+ ASWB and NBCC-approved continuing education courses, plus more than 20 live continuing education events each year.

For clinicians who regularly need CEs, Agents of Change is designed to be the most affordable option available rather than requiring professionals to repeatedly purchase individual trainings. Courses cover clinical skills, ethics, treatment modalities, diversity, trauma, technology, ADHD, substance use, family therapy, and many other topics.

3) How Long Does It Take to Become an LMHC or LPC?

For someone beginning before college, becoming independently licensed often takes several years.

A typical timeline might look something like this:

Bachelor’s degree: approximately four years
Master’s counseling program: commonly two to three years
Post-master’s supervised experience: often around two or more years, depending on state requirements and how quickly qualifying hours are accumulated
Examination and licensing process: timing varies by state, examination schedule, and application processing

In practical terms, someone starting college with the goal of becoming an independently licensed counselor could spend roughly seven to nine years reaching full licensure.

Already have a bachelor’s degree?

Your remaining pathway may be closer to four or five years, depending on graduate program length, supervision requirements, employment, examination timing, and your state.

Trying to race through the process usually isn’t the best strategy.

Clinical competence develops through repetition, feedback, mistakes, supervision, reflection, and exposure to situations that graduate textbooks can’t completely recreate.

Can You Become a Mental Health Counselor With a Bachelor’s Degree?

You may be able to work in behavioral health with a bachelor’s degree, but a bachelor’s degree generally doesn’t qualify someone for independent professional counselor licensure.

Bachelor’s-level positions might include:

Behavioral health technician
Case manager
Community support specialist
Residential counselor
Psychiatric technician
Mental health program coordinator
Youth support professional
Crisis services worker
Substance use support staff

These roles can be valuable preparation for graduate training.

They also give future counselors an opportunity to discover what kinds of clients, settings, and mental health concerns interest them before committing to a specialty.

Do You Need a Psychology Degree to Become a Counselor?

No. You don’t necessarily need an undergraduate psychology degree to become an LMHC or LPC. What matters is whether you meet the admissions requirements for a qualifying master’s counseling program and then satisfy your state’s professional licensing requirements. In fact, counseling cohorts often include students with varied academic and professional backgrounds. That diversity can be an asset.

Someone coming from education may understand school systems particularly well. Someone coming from public health may naturally think about community-level factors. Someone with human services experience may arrive with extensive knowledge of case coordination.

Your undergraduate background helps shape your perspective. Graduate counseling education prepares you for the profession.

4) How Much Does It Cost to Become an LMHC or LPC and How Much Can You Make?

Becoming an LMHC or LPC requires a meaningful financial investment, with graduate school typically representing the largest expense. According to EducationData.org, the average cost of a master’s degree is approximately $62,820, with typical master’s degree costs ranging from about $44,640 to $71,140 depending on the school, degree, and length of the program. Your actual counseling degree could cost considerably less at an affordable public university or significantly more at a private institution.

Tuition isn’t the only expense to plan for. Depending on your state and circumstances, becoming independently licensed may also involve costs for:

Graduate school application fees, books, and university fees
Background checks and fingerprinting
An associate, intern, or provisional license
The NCE or NCMHCE licensing examination
State application and licensing fees
Professional liability insurance
Postgraduate clinical supervision
Exam preparation materials
Required state-specific training

Exam registration requirements vary by state, so applicants should review the NBCC licensing examination information along with their state licensing board’s current requirements. Supervision can also make a big difference in your overall cost. Some employers provide qualifying clinical supervision as part of employment, while other counselors must pay an outside supervisor throughout the postgraduate licensing period.

How Much Do LMHCs and LPCs Make?

Income varies considerably based on location, experience, specialty, work setting, and whether a counselor is employed by an organization or operates a private practice. According to the U.S. Bureau of Labor Statistics, the median annual wage for substance abuse, behavioral disorder, and mental health counselors was $59,190 as of May 2024. The lowest 10% earned less than $39,090, while the highest 10% earned more than $98,210.

Work setting matters, too. BLS reported median annual wages of $61,930 in hospitals, $59,570 in offices of other health practitioners, $58,200 in outpatient mental health and substance use centers, and $57,080 in individual and family services. Counselors who build successful private practices may have the potential to earn more, although practice revenue should never be confused with take-home salary because private practitioners must account for expenses such as rent, billing, insurance, taxes, unpaid administrative time, and benefits.

The career outlook is also strong. The Bureau of Labor Statistics projects employment of substance abuse, behavioral disorder, and mental health counselors to grow 17% from 2024 to 2034, far faster than the 3% projected average for all occupations. Approximately 48,300 openings per year are expected during that period. For aspiring LMHCs and LPCs weighing the cost of graduate school against long-term career opportunities, those numbers suggest continued demand for qualified mental health professionals.

5) FAQs – How to Become a Licensed Mental Health Counselor (LMHC/LPC)

Q: How long does it take to become an LMHC or LPC?

A: For someone starting with a bachelor’s degree still ahead of them, becoming independently licensed often takes about seven to nine years. This typically includes four years of undergraduate study, two to three years of graduate school, and about two years of supervised postgraduate clinical experience. The exact timeline depends on your state’s requirements, how quickly you complete supervised hours, and when you take your licensing exam.

Q: Do you need a master’s degree to become an LMHC or LPC?

A: Yes, in most states, professional counselor licensure requires a qualifying master’s degree in counseling, clinical mental health counseling, or another board-approved field. States may also require a specific number of graduate credits, designated coursework, practicum and internship hours, or accreditation from organizations such as CACREP. Because requirements differ, always check your state licensing board before enrolling in a graduate program.

Q: Can you work as a counselor before becoming fully licensed?

A: In many states, graduates can provide counseling services under supervision through an associate, intern, provisional, or registered credential while completing postgraduate requirements. You generally cannot practice independently until you meet your state’s supervision, examination, and full licensure requirements. Make sure your credential and supervisor are approved before you begin counting hours, since some boards will not accept experience completed before formal approval.

6) Conclusion

Becoming an LMHC or LPC takes time, planning, and a clear understanding of your state’s licensing requirements. From choosing the right graduate program to completing supervised clinical experience, passing the required exam, and submitting your application for full licensure, each step builds toward independent professional practice. The process can feel complicated at first, but breaking it into manageable stages makes the path much easier to understand.

The most important thing you can do early is research the requirements in the state where you plan to practice. Degree requirements, supervision hours, accepted exams, provisional credentials, and continuing education rules can all vary from one state to another. Checking those details before enrolling in graduate school or beginning supervised practice can help you avoid costly delays and make more informed decisions about your education and career.
